You can view and control your desktop from any other PC/ laptop/mobile via the local network or Internet using either Windows’ built-in Remote Desktop Protocol or a third party VNC utility, but you cannot do this without setting up permissions to grant you access. The host PC should have the service installed and the client PC would need to enter the username and password for connecting to the host PC.

You can take control of any computer using any operating system using a simple VNC utility.
